THE DELAY YOU CANNOT NEGOTIATE WITH

Most of this newsletter is about delay that is, in principle, fixable — hire controllers, deploy tools, redesign sectors. Convective weather is different. A line of summer thunderstorms over Central Europe closes sectors regardless of how well-staffed they are, and the traffic has to go somewhere. In a network already running close to capacity, “somewhere” means the adjacent sectors absorb a surge they were not planned for, and the regulation cascades.

The result is that summer weather delay is rarely just weather delay. It is weather delay multiplied by the capacity fragility of the sectors the displaced traffic floods into. A storm over southern Germany doesn’t just close German sectors — it pushes traffic onto Swiss, Austrian and Czech sectors, and into the Maastricht/Karlsruhe corridor, with knock-on regulation.

HOW THE NETWORK MANAGER ACTUALLY HANDLES IT

This is where the planning opportunity lives. EUROCONTROL’s Network Manager does not wait for storms to arrive. It runs adverse-weather management with pre-agreed scenarios — routing playbooks negotiated in advance with ANSPs that move traffic away from areas of forecast convection. When a convective forecast firms up, the relevant scenario is activated and traffic is steered around the weather in a coordinated way rather than every operator improvising. (EUROCONTROL)

In 2025, this pre-agreed approach saved measurable delay against the counterfactual of purely tactical reaction. (EUROCONTROL) The implication for operators is direct: the reroute is often already decided before you file. If you flight-plan to the activated scenario, you move with the system; if you file your fair-weather direct and wait, you get the regulation.

READING THE CONVECTIVE PICTURE BEFORE YOU FILE

The tools are public. The Network Operations Portal carries the active and forecast ATFM measures, and convective scenarios show up there before departure. Combine that with the standard convective forecasting products and you can usually see, at the planning stage, whether your sector is going to be inside an activated weather scenario. That is the difference between building a 20-minute reroute into the plan and absorbing a 90-minute tactical regulation airborne with the fuel you didn’t load for it.

RISK WINDOWS — CONVECTIVE SPECIFIC

  • Late June through August, afternoon/evening: The classic European convective pattern — storms build through the heating of the day and peak in the afternoon and evening over Central Europe and the Alps.

  • Central European and Alpine corridors: The highest-frequency convective sectors for IST–Western Europe routings.

  • Central Mediterranean: Summer convection over Italy and the Adriatic affects the IST–central-Med stream.

THE ROUTING IMPLICATION FOR WEATHER-AFFECTED SECTORS

Check the NOP for active convective scenarios at the planning stage, not just the day-of weather. The reroute may already be published.

Carry weather-contingency fuel scaled to the convective forecast on afternoon and evening Central European sectors specifically — this is the time and place the regulation hits.

File to the activated weather scenario when one is in force. Moving with the coordinated reroute beats holding out for the direct and catching the regulation.

FROM THE FLIGHT DECK

Convective weather is the great equaliser of the summer network: it ignores how good an ANSP is and lands on the well-run and the struggling alike. The operators who handle it best are not the ones with the best forecasts — everyone has the same forecast — but the ones who treat the Network Manager’s pre-agreed scenarios as the plan rather than as a suggestion. The weather is not negotiable. The reroute is published. Plan to it.
